Mars, Coming from Tilsit in January
French publisher Tilsit Editions has a new title due for a January 2009 release: Mars, by first-time designer François Delbosc. In a blurb for the game on Tric Trac, Mars is described as falling between Settlers of Catan and Puerto Rico, while being more straightforward and requiring only a few minutes to learn how to play. Pretty heady claims, says I.
The Tilsit website offers the following description of Mars:
Each player is appointed to lead an expedition that has set up a colony on Mars. You need to manage your best sources of raw materials, energy and settlers to build your military, scientific or economic interests and be the first to get the number of victory points set at the beginning of the game… [T]he Red Planet is not hospitable, and any error in managing your resources may cost you in this race for development.
Mars is for 2-4 players, ages 10 and up with a playing time of 90 minutes and a price of €45. If you want to check out the Tric Trac claims for yourself and parlez français, visit the Mars page and download the rules.

Interesting. It bears more similarity to San Juan, but with a Puerto Rico-style board, and a Settlers commodity/purchase list. ...but also event cards every turn, and a very simple system for building military bases to attack--mostly seems to be a Robber-like resource steal kind of thing.
